Update git submodules

* Update magnum-tempest-plugin from branch 'master'
  to 961028527eb737cf5a99f325d521fbbfbee90306
  - Drop copy logs and heat reliance
    
    After Magnum has dropped Heat driver - we don't have ssh access to
    nodes and only copy_pod_logs() makes sense.
