* Update charm-interface-bind-rndc from branch 'master'
  to 4c69d8ceb1af495156ff5bd9e3111bd8d34a347e
  - Migrate unit tests from testr to stestr
    
    Note: there aren't any unit tests, but this at least migrates away from
    the deprecated testr module.
