Due to constraints update(rpds-py) in requirements, Tempest master stopped working on python 3.10. - https://review.opendev.org/c/openstack/requirements/+/990790 Due to same reason, Tempest needs to drop the python 3.10 support[1]. Because Tempest master cannot support py3.10 anymore, it needs to be dropped from tempest plugins also.
