Fix NVIDIA recipes for UNPACKDIR and pkg-config

Use UNPACKDIR as the source directory for recipes that install unpacked files or archives, and let libnvidia-container's seccomp support be controlled through PACKAGECONFIG while inheriting pkgconfig.
